One practical approach is to separate resources needed for the next known obligation from resources you can spend freely. If a construction choice uses that reserve, compare its expected benefit with the risk of falling short. Avoid committing to several purchases before checking the total cost.
Respond to the bottleneck
When a demand is difficult to meet, identify what is missing. Compare available actions by whether they address that specific shortage in time. Expanding for its own sake can make the plan harder to read. This is a decision framework, not a tested promise that a particular building always solves tribute pressure.
Learn from the run
After each tribute decision, compare the plan with the result. Keep a brief note of the demand, your reserve, and the spending that made the largest difference. There is no fixed “best tribute percentage” in this guide: mode, faction, events, and version should be recorded before comparing strategies.
